The suspect in the shooting, Richardson Dangleben Jr., was already awaiting trial for a previous murder and had been released from jail in March after his bail was reduced. The incident occurred when officers responded to a report of a man wearing a bulletproof vest and carrying a gun in the Hospital Ground area. Dangleben opened fire on the officers with a high-powered assault rifle, resulting in Detective Phipps and the suspect being injured. Sadly, Detective Phipps later succumbed to his injuries at the hospital.
This devastating loss marks the 23rd homicide in the territory this year and serves as a grim reminder of the risks faced by law enforcement officers on a daily basis. Governor Albert Bryan Jr. expressed his deep sadness and ordered the Virgin Islands flag to be flown at half-staff for one week in honor of Detective Phipps’ service and sacrifice.
